- Melt 1 tablespoon of butter in a large skillet over medium heat. Add diced onion and sauté for 3–4 minutes until soft.
- Add ground beef, breaking it apart with a spatula. Brown for 5–7 minutes until no longer pink.
- Stir in minced garlic and cook for 1 minute until fragrant.
- Incorporate uncooked rice, beef broth, Italian seasoning, salt, and black pepper. Stir well.
- Bring to a gentle boil, then cover and simmer for 18–20 minutes until rice is tender and liquid is absorbed.
- In a small saucepan, melt remaining 2 tablespoons of butter. Stir in whole milk, cheddar, and Parmesan until smooth.
- Pour cheese sauce over the rice mixture and stir. Cook uncovered for 2–3 minutes.
