Method
 

Preparation Steps
  1. Preheat the oven to 350°F (175°C) and prepare a 9x9 square baking pan with non-stick spray or parchment paper.
  2. Finely crush the oatmeal cookies until you have about 1 ½ cups of crumbs. Combine with melted butter and packed brown sugar, then press into the prepared baking pan.
  3. Cream together the unsalted butter, granulated sugar, and packed brown sugar until smooth and fluffy, about 2-3 minutes.
  4. Add vanilla extract, dry milk powder, cornstarch, heavy cream, and egg yolks to the butter-sugar mixture, mixing on low speed until well combined.
  5. Pour the filling mixture over the crust and spread it evenly. Bake for 15 minutes until edges are lightly puffed and center is jiggly.
  6. Lower the oven temperature to 325°F (160°C) and bake for an additional 10-15 minutes until filling is mostly set with a slight jiggle.
  7. Cool the bars at room temperature for 30 minutes, then chill in the refrigerator for at least 2 hours until completely cool.
  8. Dust the top of the chilled bars with powdered sugar, cut into squares, and serve.
